As I understand it, Gen. McChrystal submitted a request with a range of options that would involve troop increases ranging from 10,000 to close to 40,000. If Obama is giving him 35,000 additional troops, that's pretty close to the maximum the general preferred. Generals always want the most troops they can get. That's not always going to be the optimum approach. A problem such as international terrorism can't be solved by simply throwing tens of thousands of additional troops into Afghanistan. It goes well beyond that. And it won't be won or lost because of a difference of a couple of thousand troops. Bottom line, Obama IS committing to this fight.
